Kelly Lyles, CEP

With over 18 years of National Environmental Policy Act (NEPA) compliance experience, Kelly has gained valuable leadership and technical experience working closely with the private sector and Federal, state and local agencies. Her expertise in NEPA and process development earned her the 2022 I-95 Woman of Influence award, 2020 Kramer Memorial Award for Environmental Excellence, 2020 Women in Transportation Woman of the Year, and the 2019 Maryland Department of Transportation’s Environmental Excellence Award for outstanding leadership and innovation for the development of VirtualNEPATM. She developed and implemented a GIS commenting application, document management portal, and project website for a high-profile project in the US.

In addition to her work experience, and being a published author, she sits on the following Boards and Committees:
