Mr. Chen is a graduate of the University of Maryland College Park. He completed his BA in Geography and MS in Geospatial Information Sciences. He has over eight years of experience in the Maryland State Government, with a focus on Transit and Planning. He is knowledgeable in topics such as spatial modeling, spatial analysis, remote sensing, and web programming, among others.

An interesting fact about Kokuei is that he was a performer with Shen Yun Performing Arts. He has traveled and performed in more than 400 shows in over 60 cities around the world!
